PAN Asia MUN HRC

Dear Delegates,

Again, let me express my greatest excitement to welcome you to the Human Rights Council at PAMUN.  As what I have been told, it is the very first MUN for most of you and I would love to help you in any way that can make this experience exceptional to all of you.  There are a few reminders that I'd like to share with you before coming to the conference:

Firstly, this year's HRC is a rather small committee, with only 14 countries representing.  Thus I can foresee the topics being more more deeply discussed, which is really good news!  Also, I would like to encourage you to not only represent your own assigned country, but also countries that share similar ideas/position on the topic; they can be your neighboring countries or long-time alliance in the real world.  This will really help us to come up with a more comprehensive solution to problems raised in the study guides.

Secondly, the conduct of this committee will not be limited to assigned Rules of Procedure (which I am not sure if everyone had already studied).  Instead of using a general speaker's list, we will adopt round-robin discussion, meaning delegates take turn to speak, so that every country has equal chances to address their point.  In addition to that, it is very likely that a lot more suspension of the meeting will be granted for delegates to work on in-depth caucuses. Also, labtop usage will not be encouraged during the conference but will be allowed during suspension of the meeting.

Thirdly, since delegates are not required to submit position paper, I would like to begin the conference by asking all countries to address their preference of the topic, and I expect you all to be prepared for that.

Last but not least, a keynote speaker is invited to give a speech on Tuesday morning about the challenges and incapability of the Human Rights Council when the Western and Non-western ideologies clash.  The speaker works for the Amnesty International (國際特赦組織) and has many hands-on experiences fighting for human rights.  A 30 minutes Q&A section will be expected and it will be a perfect opportunity for all of you to raise questions regarding the HRC itself and the two topics in HRC.
